District rule: every congressional and legislative boundary creates its own electorate. Local-government and consolidated-election layer

County offices

County candidates and measures are administered through county election offices and can appear alongside statewide/federal contests. The exact county ballot must be joined by voter geography.

City elections

Idaho city elections run on recurring cycles that vary by office and jurisdiction. A statewide dashboard must not imply that every city has the same offices on the same ballot.

Local taxing districts

Fire, library, cemetery, highway, hospital, ambulance and other special-purpose districts can have candidate or measure elections under district-specific statutes.

Ballot-specific control

VoteIdaho publishes “What's On The Ballot” information ahead of each election. Local cards should be populated only when the relevant jurisdiction's ballot is actually confirmed.

Operational rule: local contests are a separate geography layer. Do not join a city, county or taxing-district race to every voter inside a legislative district unless the local boundaries actually overlap that voter.

Census age estimates describe residents. Campaign/election modeling must separately join voting-age population, registration and observed turnout.

Age-specific absentee signal

VoteIdaho's election dashboards include absentee-ballot statistics with returns by age. Use this as an observed participation signal rather than assuming youth turnout from population share.

Geographic turnout first

Official turnout files are available at county, legislative-district and precinct levels. The dashboard should calculate turnout from exact geography before applying demographic interpretation.

No unsupported cohort claims

If an exact Gen Z or Millennial share has not been joined from Census data to the correct geography, leave the metric pending instead of using a statewide proxy.

Every competitiveness label should retain its baseline result, source geography, date, certification state and model assumptions.

Non-negotiable evidence rules

Official identity first

Lock the statutory office and district identifier before joining a candidate. For the House, the official hierarchy is Legislative District + State Representative Seat A or Seat B.

Post-primary field

Use current general-election candidates; remove known primary losers. If withdrawal, replacement, write-in or certification changes the field, the official Idaho record supersedes the dashboard.

Exact geography

Do not substitute statewide results for congressional, legislative, county or precinct results where exact official geography exists.

Certification separation

Distinguish election-night/current results, county canvass and state canvass. Published current totals are not silently relabeled as certified totals.

Population / registration separation

Census population, citizen voting-age population, registered voters and ballots cast are different denominators and must remain separate.

No invented opposition

Unopposed or single-candidate general-election fields remain single-candidate fields. The dashboard never manufactures a two-party matchup for visual symmetry.
